Richard Nardella
63 Hay Meadow Road
(978) 975-7222

Rick Nardella announced his candidacy for Selectmen saying that, "Accountability and strong leadership are required to resolve many of the issues facing North Andover and I will provide both while serving on the Board of Selectmen".  The long time resident is well known as Chairman and member of the Planning Board.

"My background is finance and accounting and I have been a CFO/Controller of a public company and several service companies.  I possess a strong management, financial, and systems background.  Documenting, assessing, and providing adequate controls is my profession. In a word, "accountability," said the father of three daughters.

"I am a decision maker, forward thinking problem solver, dedicated and committed to any task I undertake," he added.

Nardella and his wife Mary reside on Haymeadow Road where they raised their three daughters, all graduates of North Andover public schools.  The eldest, Alanna is working as a Health Services Manager for a national managed care company, while his middle daughter Elizabeth is an Regional Sales Manager for a high tech firm and his youngest; Kimberly is a first grade teacher and resides in North Andover.  Their children attended the Kittredge and Franklin, elementary schools, the Middle School and the High School.  "Mary and I both appreciated the education our children received. I know that quality communities have quality schools.  As a Selectmen, the best thing I can do for the North Andover schools is help solve our current financial crisis by increasing planned commercial development and narrowing the gap between our revenue and expenses.  This will benefit all town services and help us recruit a top-notch Superintendent of Schools," stated Nardella.

Over the last twenty years he has dedicated much of his free time to the Town of North Andover and helped shape the town’s residential and commercial development through his eighteen years of continuous involvement with the North Andover Planning Board.  As the current Chairman he notes that, "We are working on many important initiatives to increase the town’s commercial base and provide new sources of revenue.  We encourage good development and attempt to mitigate the effect of forced development.  We continually fight to obtain the best possible outcome for the town. I am proud to have influenced many positive changes.  A perfect example is the successful effort to bring smart growth zoning to the former Lucent property.  I was instrumental, along with my colleagues, in advancing our common interests while benefiting the town," stated Nardella.

"We are currently redeveloping downtown and increasing revitalization opportunities on Main Street through the reuse and modification of existing mill buildings.  We will soon see new restaurants, office space and residential units in a mixed use environment," he said, referring to the recent approval of plans to reuse the Davis and Furber mills.

"I feel strongly that ACCOUNTABLE LEADERSHIP from those that are involved in administering town functions-elected and appointed at all levels-will lead to better government.  Demanding and practicing accountability from one’s self and others, while making tough decisions today, will allow us to better deal with tomorrow’s challenges and make North Andover a better town," promised Nardella.

Nardella works as a Compliance Manager controlling and mitigating financial risk.   He received a bachelor’s degree in Management from Suffolk University.  He seeks one of two empty seats in the March 25th Town Election.

QUALIFICATIONS

Although many good things have happened to our town recently there is still much work to be done.  With the retirements of two sitting Selectmen it is imperative that we fill these seats with the right new members who possess the right kind of professional skills to replace them.  I believe I am the right choice to be one of those people.

I have spent sixteen (16) years professionally managing virtual “mini” towns and communities, which has afforded me the opportunity to develop and administer multi-million dollar operational and capital budgets while also being responsible for multi-millions of dollars in physical assets.

Through my professional career I have managed dozens of employees at all service and professional levels and have worked directly with disparate government agencies as well as private sector entities.  I have also spent the last six (6) years as a college level instructor at the Community and Professional Development Center for Northern Essex Community College. Although I firmly believe that my professional experiences will allow me to hit the ground running I also feel my personal connection to the Town of North Andover in and of itself is as important.  I am a native of North Andover who has been taught from a young age the value of community.  I have been active in numerous community activities and currently still am.  I am an active member of the town’s Housing Partnership Committee as well as the School Committee’s Facilities Review Subcommittee.  I am also a past-appointed member of the North Andover Housing Authority.  I feel that my professional experiences as well as my strong connection to our community will allow me to bring the right voice capable of making the right choices to the Board of Selectmen.

REASONS & ISSUES

Although there are numerous reasons as to why I am seeking election to the Board of Selectmen the most important one I feel is very simply my son Cameron.  My parents always taught me the value of community and I want to give that lesson through my own actions to my son as well. I believe that all town residents, old and new, care deeply about their hometown because it is after all our hometown and that all our voices must be heard equally.  My parents raised a daughter with a strong voice and gave her good sense and I want to put that voice to work helping to make the right choices for all generations of our town.  I strongly believe that I have the management skills, community knowledge and abilities to do the job well.  We need a voice that will ensure we work together for the common good.  We owe it to each other, our children and our neighbors to make the right choices.

Some of those choices include responsible commercial growth, in particular along the corridors of Rtes. 125 & 114.  Smart well-positioned growth will enhance our community while preserving its character.

Revitalizing our Downtown to make sure that we strengthen and sustain its role as the business, civic, social and governmental center of North Andover.

Building an appropriate facility for our early childhood mandated program.  This investment would gain us accreditation and allow us to apply for funding grants, which we currently do not qualify.

Planning for a Town Charter Review.  In twenty years our community has doubled in population and we should explore if our current form of government is keeping up with our changing town.

And finally tax classification that treats homeowner’s fairly.  It is time to look at all options in this process.
