Question 1, directed to Finance Committee: Can you explain what it means when the finance committee says we have a "structural deficit"?

This question is directed to our State Officials: Every Massachusetts town seems to have a school budgeting issue to one degree or another. Local budgets are heavily impacted by the unfunded mandate of special education. Can the State pick up more, if not all, NOW, of this expense and give the towns some breathing room for funding regular education? Can the "formula" for state aid be re-examined? Does the number of students in special ed come into the state "formula" at all?
