As a taxpayer, I don't remember getting a raise (i.e. a tax cut) from the state in quite some time. That is, as government becomes more efficient and incomes rise, shouldn't tax rates slowly go down over the years?

IMHO, this MIGHT be the type of thing you do during good financial times - like the late 90s when the so-called rainy day fund was overflowing. To do so at this time gives evidence that our state politicians aren't looking out for the finances of cities and towns as much as they should.
